University Governance and Public Performance: an Analysis of Strategic Steering Mechanisms in the Institutions of Mohamed First University Using SmartPLS

Public sector reforms inspired by the New Public Management paradigm have encouraged higher education institutions to adopt management control systems in order to enhance efficiency, transparency, and accountability. In this context, Moroccan universities are facing increasing demands in terms of performance and governance. This paper examines the role of strategic steering in the relationship between governance mechanisms and public performance, understood through the institutional performance of establishments within Université Mohammed Premier.The study adopts a predictive quantitative approach based on a questionnaire survey conducted with 216 respondents. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM), implemented through the SmartPLS software. The results aim to demonstrate that management control systems, performance indicators, management information systems, and quality assurance practices positively and significantly influence strategic steering, which in turn enhances the institutional performance of higher education institutions.
