Risk Mapping: A Risk Management Tool For The Agricultural Sector

Risk is now a key concern for managers in all fields of activity. Every administration operates in a complex and uncertain environment where various threats can compromise its performance, continuity, and sustainability. In this context, anticipating and managing risks becomes a strategic imperative, and risk mapping is a key tool for identifying, assessing, and prioritizing risks that could potentially impact the regularity and transparency of processes. The purpose of this article is to assess the contribution of risk management to the performance of Moroccan public administrations, with a view to determining whether it is a real need and a strategic requirement. The research aims to establish a risk map specific to the departments responsible for managing state agricultural subsidies within the regional directorate of agriculture for the eastern region, based on qualitative and quantitative data from audit reports, internal controls, and interviews with the managers concerned and the actors involved in this process. The objective is to identify, assess, and prioritize risks, and to propose appropriate action plans to enhance the effectiveness of the process.
